In library taking fine from faculty is valid or not?

Repected Professionals

As per the Library Rules & Regulation, to take fine from faculty - is it valid or not ?

Here so many universities are not taking fine from faculty & staff members.

I want to know that is there any rules in library science that you could not take fine from faculty ?

awaiting for your precious reply.

Definitely..in our college also we do collect the fine for faculty members..first you send a circular stating that hence onwards the faculty has to renew the books at the given time otherwise fine will be imposed as per the library rules (ex:1 re/day).
However,if you r in private college /uni its better to take a final word from your Management (ex:principal/Director)
Thank you very much for your prompt reply and clear information and guidance for me.

Actually a dicision is taken by Higher Authority to take fine also from faculty.

Again I'm very much thankful to you.
Dear Maulik
please try to avoid Word "Fine" from Library records . Since the reader is not accused and we librarians are not a judge please please romove this unfair word form the library record . You may call it "overdue charege" , " late fee" any thing elsae which will not hurt to our readers community. When we talk about readers all readers must be treated on equal ground, charging late fee from the teachers will definatly raise a issue for discussion but librarian shold try to convince the authority that collecting late fee is not a way to earn money but to regulaize the book transactions for better utilization of resources availble. I hope if the librarian move in this way no body will object, even teachers.

I think Fine should always be there for every category library user irrespective of student. Because the students are always the main & mass user of a Library & when they are paying fine by over due of books then why not Faculties???? We are giving extra facilities & benefits to the Faculties & Academic staff of the Institution..Say for No. of Books they can take on issue from the Library, the Duration they can keep the library books , Reference Books can be issued on special request for minimum no. of days approved by the HOD of their concerned department under special circumstances, etc... which is always more than the Student category. In our case we are providing 8 no. of Books to Faculties for a  6month where as only 4 books are to be issued per student for 21days.... In such case Faculties are also paying Fines after due date.....But it depends on the College Management whether they are in favour of this Fine or not? Recently our Management has stopped this Fine payments by Faculties but the problem is that so many faculties are misusing this facility as they kept so many valuable & demanded books for years... & return the books not in good condition after keeping it for long time....In my opinion Fine should always be there for keeping the value of books & to stop misusing of facility after considering your library situation & Library user.

Right Dharitriji, Thank you so much for your kind words.

I think, the aim of fine collection should be the smooth functioning of library and timely return of reading materials. The fine should be imposed on the faculty or not should be decided on the basis of your collection and the attitude of your faculties. If you have multiple copies of the textbooks, than you should not charge the fine on faculties. If your faculties are sincere enough towards the due date of books, you should not impose the fine on them. If you have prefer purchasing more titles than the volumes and your faculties do not take the due date seriously, you should impose the fine.

According to ethic of Librarianship, in no case the fine should be considered as the source of income for the library, in both case whether students or faculties.

Dear Sri Maulik Gandhi,

Thanks for your post. In fact, there is no statutory rules as such. In your case your management or any empowered committee frame such rules, then you can very well impose fines from faculties. It solely depends upon the institutions' discretion. However, to be in the safe side ( You know we always need to be in the safe side as faculty members are always large in number and can exert extreme pressure & weight upon Library staff especially in private institutes) make it a point that the decision is taken by requisite committee and notice to this effect is served by Dean or Registrar indicating that the charges will be levied upon them and the same may be deducted from their salary bills. A copy of the same should be forwarded to you. In that case, all you have to do is to prepare overdue status and send them to the Head of Accounts Section. They will deduct the amount from individual faculty. BUT BE CAREFUL. BE SURE TO CLEARLY MENTION THE DUE DATES ON DUE DATE SLIPS ATTACHED WITH EACH BOOK SO THAT THE USERS HAVE ADEQUATE KNOWLEDGE ABOUT THE DUE DATES OF EACH OF THE BOOKS BORROWED BY THEM.

Sincerely,

Siddhartha S. Ray, Calcutta
