AICTE has made some e-resources mandatory for all AICTE approved institution. It would cost around Rs. 9 Lakhs to 13 Lakhs. Is this decision beneficial to users (students + staff) of institution or the foreign companies those are the publishers / distributors / sellers of these specific products? Does it not seem the play behind the carton?
It would be justified If AICTE makes mandatory availing the e-journals in a given qty., but the motive of this decision seems doubtful.

Yes, i think that on- line data bases for U.G. leval is not mandatory. it should be only for PG/ Research institute.
I am really puzzled to see the circulars and its corrigundum about the addition of e-journals packages. The beauty and difficulty of these resources is if the Institution does not use them sufficiently then money is wasted. These packages will not be available after one year. On average institutions will be spending at least 6500 rupees ever day for subscribing them. The counter begins the moment subscription is activated.
Similar to INFILIBNET the access should be provided for all institutions for a fixed cost.

AICTE simply can not make mandatory to subscribe this high expansive e-journals.with out making a better way of usage. Most of the faculty dealing undergraduate courses are not interesting search or browse for subject contents. AICTE should make a system in curriculum design for a usage of e-resources. Other wise 90% of money spent on this resources are waste.
