I Want to know whether the NET and M.Phil are Equivalent ?

I am afraid I differ from your comments.

NET & Ph.D are two entirely different things.

 PH.D is an Academic Degree awarded to individuals by certain institutions.

One has to do research work and submit a thesis upon completion of the research project; 

while NET is a competitive examination to test/evaluate the eligibility/academic standard of qualified individuals.

NETs generally adhere to certain predetermined standards of the examination conducting bodies as all candidates have to attend the same sets of questions so that students from different universities/institutions are evaluated in a single scale.

There exist uneven standard among various degree awarding institutions in our country. Net is an attempt to shred off those who have attained degrees without requisite level of knowledge required to obtain those degrees.

A person with Ph.D can also sit for NET if s/he wishes but a NET Qualified individual can not apply for a post where Ph.D. is mandatory. 

It is a different issue that UGC has exempted Ph.Ds from appearing at NET to qualify for the post of Asst. Professors or Assistant Librarians in Universities. But that does not make the NET qualified people equivalent to those with a Doctorate Degrees.

Incidentally, in reality, We do not have any standardization for Ph.Ds. You can often come across many such Doctorates who qualitatively, are rather, not up to the standard.

But if an individual successfully clears a recognised NET (like those from UGC/CSIR/ICMR etc.) it can be taken into account that s/he is duly qualified which maintains a specific standard.
