see the bug https://jira.duraspace.org/browse/DS-2716.

if this is the case then

go to pgadmin >> select dspace database >> select SQL quiries>> in SQL editor type CREATE EXTENSION pgcrypto; and hit enter. after this try to run ant fresh_install
