It's good news for Ph.D. students and a big bonanza for researchers in future. I would like to express my views on Library Trainees. I would request to UGC to consider the Library Trainee period as an experience and to be treated equally as other working experience required for getting a higher post without any question from recruiters.

You raised a very important issue regarding our profession. It is very sad that a Library trainee learns all the things regarding library work throughout the year but after completion of training they remains fresher. They didn't get any benefit of that one year training period in any recruitment process.
So UGC must consider the Library Trainee period as an experience.

Actual case is of Library Trainees that to be considered/counted as Experience. There is no profit or positive message if an organization denies it. To be very clear/frank, we understand the importance of a Library Trainees and their contributions.
Lots of confusion regarding this circular.
1. Teaching experience : Librarians/Assistant Librarians re not considered teachers.
2, Applicable for higher posts Like Associate professor, not applicable in entry level.

My opinion is that the same as you quoted here for library trainee. Because of my own experience is that after completion of my PG degree, I joined as lib trainee in a private library. After that, I applied for librarian/asst.librarian post in many colleges / institutions, they were not considered the trainee post experiences as an experience for the post of Librarian/Asst Librarian.
Regarding this circular, somebody argued that Ph.D is a qualification like NET/SET, not for counting as experience for teaching. My opinion is that this is good news for those who are doing Ph.D in regular mode and increase for research activities more in any field of subjects in future.

The news is good. Thanks for the copy. But whether it will be applicable to working Librarians (who are not teachers in LIS Dept.s) Secondly, this seems to be applicable (for consideration) only for promotion to Associate Prof. (meaning from GP Rs.8000/- to GP Rs.9000/- where the Basic Pay Scale changes) posts. In this sense, it may not be much helpful to young research scholars entering service as asst. prof. in GP 6000/- I have observed that Dr. Apurba Jyoti Majumder has raised the same issue.
The order however, can be(& should be) used as a corollary for Library Trainees as suggested by Sri Munesh Kumar.
Indeed, it is a pity that the period of trainee-ship is not considered as 'in-service' professional experience! I personally believe that a person elapsed 3 years as a Library Trainee in IIT Libraries are always more exposed to technologies and professional activities than a person worked as a school librarian for same period.

Actually, it is very difficult to justify, what a trainee need to be taught in the training since he/she is already a professional. The system must accept the truth, student need to know only the flow of work, not any kind of training on/of what they have already learnt in their studies.
Instead of calling positions of Trainees, Library authority should call the post on contract, after the ten days training/inductions they should ask to work. Like banks and other corporate companies. How can a Library give the training to professional without having any specialist/authority to train someone? I have seen, " there is no teaching in the training; trainees learn by their own observations and knowledge what they have perceived during the studies.
We need to change the system of training into the staff either full time or part time may be on contract as applicable.

but In Chhattisghar I m seeing that all Ph.D pursuing student are in job they go university and just enter his/her name. than what about them. They are also eligible for recruitment/promotion.

Yes, it might be true. It's a mistake of the particular organization who entertain such habits of students. If a Ph.D. student is involved in teaching, either full or part time must carry the NOC and to be followed the procedure else his/her teaching experience will be counted and such action/habit is subject to violations of the rules.
I don't think this will help those applying for Assistant Professor post. It seems like this will be beneficial only for working Assistant Professors who had done PhD simultaneously with active service without taking any kind of leave (we may read it as study leave or any long leave). Funny part is that UGC feels it is a "clarification"!
