Librarians are Not Eligible to Apply for UGC Major and Minor Research Project

It is clearly mentioned in UGC's new guidelines for Major and Minor Research Projects that:

1. For Major Research Projects, Only the teaching faculty of Library Science, Physical Education, Principals and Vice-Chancellors will also be eligible to participate in the scheme. (Reference Page 3 of http://www.ugc.ac.in/pdfnews/7716504_12th-plan-guidelines.pdf).

2. For Minor Research Projects, Only the teaching faculty of Library Science, Physical Education will also be eligible to participate in the scheme. (Reference Page 2 of http://www.ugc.ac.in/pdfnews/6733319_12th-plan-Minor.pdf).

 

Observations

1. Two words "only" and "also" are against Librarians. The Librarians are intentionally kept away from UGC Major and Minor research projects.

2. Through the advertisement UGC is conveying a message that librarians are not academic or teaching staff.

3. In the API score of Library professionals (which is recently abandoned for recruitment but used for short-listing of candidates), the table of Major and Minor Research projects are still there and UGC is keeping the Librarians away from it. Both of these are contradictory in nature.

1. Does UGC is planning to make it bitter for the Librarians in the days to come?

this problem coming from  traditionally so it is a right time to fight 

I thing we had enough discussion on it. Now it is time to take steps.. We have no expectation from the library organisations as they are created just to organize conferences, seminars and collect money. People who are representing Library professionals to the UGC may think of their continuation as a representative (however i don't know whether there is anyone who is representing librarians in such policy making.) However, the separate line saying only teaching faculties of library science may take project clearly indicates that there is definitely somebody who is taking interest to deny such rights to the librarians..

Now we should think what should we do.. Should we start with an RTI to UGC to collect data and an appeal letter to HRD against this issue.

I think your last sentence of the first para ( there is definitely somebody who is taking interest to deny such rights to the librarians..) is hundred percent correct, and I also agree with your suggestion of RTI and appeal letter.

Dear Library professionals,

      This is the time to wake up. If we are slumbering further all our benefits will be taken away by UGC.

   It is clear that  there is concerted effort in UGC's office against Librarians. It may be the revenge of UGC against Librarians as many questioning UGC's policies through RTI Act and through Courts. For eg. in my petition against UGC about the amount collected as fees for NET examination and the balance amount with UGC after the expenses Central Information Commission ordered UGC to provide me the information and remarked against them. UGC sent me a blank letter as the reply of the query. If I take up the matter further with CIO UGC's higher officials will be in trouble. I am not doing it as I do not want action against UGC.

     We have to take up the matters of  descrimination against college librarians with UGC Chairman and MHRD immediately and think collectively what to do further.

I have the following plan in my mind. Kindly suggest your own ideas. It’s the time to act rather going on discussing the matter.
The plan is
1. All LIS Links members will write a review petition, and then we all will jointly compile the best points and will ask all members of LIS Links as well as other online group to put their digital signature. This time we will fight for the Major and Minor research project, within next one month we will fight for resignation of the Librarian as Professor, Deputy Librarian as Associate Professor and Assistant Librarian / College Librarian as Assistant Professor to the UGC, AICTE, MHRD.
2. Since we all cannot be at the Delhi, I request all the professionals residing in Delhi to form a committee so that they can hand over the petition to the UGC Chairmen, AICTE as well as MHRD.
3. I, from LIS Links will send a small amount of grants (Rs. 5,000) to the committee for meeting their basic expenditure. Those who are in good position (in terms of salary) are requested to spend from their own pocket in the name of the profession. Those who cannot bear are requested to spend from our grants amount.
4. We would submit a review petition to the UGC as well as MHRD by 30th September, 2013.

Sir, 

     Representing UGC and MHRD with digital signature is a nice idea. I don,t know how to put digital signature. Pl. show us how to do it. Also traditional ways of mass petition can also be tried.This time we take the issue of  exclusion of librarians from major projects, minor projects and study leave. Re-designation soon after with a paper to teach. I am meeting Sasi Taroor from Trivandrum in the name of Kerala Gazetted Library Officers'Association. 

   The key points are :

1. Library is the brain of academic system. This needs brainy people to operate. Gurukula system is over and now studetnts learn more from various resources.

2. Since 1961 Librarians were granted academic status by UGC.( The letter is with me).

3. Professional librarians are equally or more qualified than subject teachers.

4.If subject teachers teach  a small area of knowledge Librarians deal with entire universe of knowledge and they are often acknowledged as" instructor of instructors". 

5.Similar to teachers Librarians are UGC-NET qualified persons so can not be discriminated in any way.

6. It is the era of inter-disciplinary studies, information explosion and digital deluge and sidelining librarians will certainly affect quality of education.

7.It is the holy duty of only Librarians to look after the written communication. If they fail due to wrong policies it will retard the growth of culture and economy.

7.If anybody under estimates Librarians he should know why Google is the best search engine today. More than half of Google's core team comprise Librarians.( It isa trade a secret)

I am following all the discussion related to this issue from last 2-3 days, and I really think that, enough of discussions and now its high time for some practical actions, so that UGC has to withdraw their decisions, and you had suggested a good plan.(Digital signature is a wonderful idea, this way signature of library science professionals from all over India can be collected together, lets go for it). Please do start actions towards its implementation.We all are with you.

For example me and one of my friend cleared UGC-NET in 2006. She got appointment as an assistant prof in some other univ and me as an Asstt lib. in another one. Only the difference was getting different opportunities. But that doesn't mean i am inferior than her in any aspect or i dont have those capabilities of having projects which she has. It is really injustice or it is due lack of awareness on the part of UGC. Why it gives NET certificates to library science students if it is not ready to accept them as teachers? We librarians practice (research) a lot and give outputs then only the teachers communicates those outputs to their students then who is really deserves for having the projects?

It is really injustice from the part of UGC.I think move to the Ministry of HRD thrrough all Library Associations in different parts of the country.
