It is clearly mentioned in UGC's new guidelines for Major and Minor Research Projects that:
1. For Major Research Projects, Only the teaching faculty of Library Science, Physical Education, Principals and Vice-Chancellors will also be eligible to participate in the scheme. (Reference Page 3 of http://www.ugc.ac.in/pdfnews/7716504_12th-plan-guidelines.pdf).
2. For Minor Research Projects, Only the teaching faculty of Library Science, Physical Education will also be eligible to participate in the scheme. (Reference Page 2 of http://www.ugc.ac.in/pdfnews/6733319_12th-plan-Minor.pdf).
Observations
1. Two words "only" and "also" are against Librarians. The Librarians are intentionally kept away from UGC Major and Minor research projects.
2. Through the advertisement UGC is conveying a message that librarians are not academic or teaching staff.
3. In the API score of Library professionals (which is recently abandoned for recruitment but used for short-listing of candidates), the table of Major and Minor Research projects are still there and UGC is keeping the Librarians away from it. Both of these are contradictory in nature.
Question
1. Does UGC is planning to make it bitter for the Librarians in the days to come?

They said librarians are non teaching staff but why they require qualification like SLET NET and Ph.D for the librarian

We all saw this happenings. I saw the first day when the UGC change the mode of application from off-line to online, librarian were in eligible list. But I was taken a back on the next day when I saw that librarians were deleted from the eligible ones. In the XI th plan guidelines librarian was eligible and in XII plan guidelines librarian was deleted from therein. I found some words in the UGC guidelines that clearly reflect the opinion and mindset of the UGC in this regard. The UGC said teachers were eligible, so far I can read between the lines as a former civil servant to the Govt. of WB, library science teachers should be included within the ambit of the term 'teacher'. But, the UGC did not want to put any ambiguity and they extended and said only Library science teachers are eligible. To the UGC, it is not librarians only but also the teachers of Library science belong to different species which is highly condemn-able. Reasons for this step motherly attitude is unknown but the very root of this attitude is quite understandable. In our education system, in our society, library has always been considered as vestigial organ. everyone thinks,there is no need of librarians because anyone can run the library. They are the untouchables among the academics if it is so. Our so called teacher decision makers specially think so. We will not accept it at any cost. Librarian must be the decision makers so that fate of the librarians can be decided by the librarians only.

I am very much with you regarding your sentence "Our so called teacher decision makers specially think so". My encounter with various teacher in Library and Information Science also depicts the same thing.
However I strongly believe in protesting this decision of UGC.
Thanks for commenting , Dr. Barman. Can you say how will you protest? Will you go for RTI will you appeal to the UGC/HRD will you write to the hibernating Library organizations? What needs to be done to undone it? Really confusing. But without any political/administrative will it will never be possible. This is very unfortunate but it is fact at least in India.

This change might be. I have also the same type of experience. You might remember that the UGC had put its draft notification twice on its website for inviting suggestions and objections from the academic community. In the first draft the qualification for university librarian was "13 years experience as College Librarian, Assistant University Librarian and Ph. D. in library science or related subjects"
2nd draft had the qualification "15 years experience as College Librarian, Assistant University Librarian and Ph. D. in library science or related subjects"
But when actually the final guidelines appeared it had the qualifications that were followed in 5th pay commission ie. 18 years experience as college librarian or 13 years experience as deputy university librarian and the requirement of Ph. D. was no more.
I discussed with one of the prominent personality of one of the library association and he replied that the UGC submitted the same as of 2nd draft to MHRD and it is changed from there?
It must be asked who had ordered to change it, copy of which must be asked, and it it is done illegally, action should be taken and it should be corrected. Individually many people might have applied but no action has be taken.

Dr. Vinod is right as he shared that this happened because of non-familiarity of the policy makers with librarians' job. But this was not applicable during last year.
If such conditions are not taken back this would really be disheartening for practicing librarians.

In college, librarians shld write their designation as: Head of the Library, Dept. of Library & Inf. Science.
Assistant Professor in Library and Information Science -----Why not???
