Librarians are Not Eligible to Apply for UGC Major and Minor Research Project

It is clearly mentioned in UGC's new guidelines for Major and Minor Research Projects that:

1. For Major Research Projects, Only the teaching faculty of Library Science, Physical Education, Principals and Vice-Chancellors will also be eligible to participate in the scheme. (Reference Page 3 of http://www.ugc.ac.in/pdfnews/7716504_12th-plan-guidelines.pdf).

2. For Minor Research Projects, Only the teaching faculty of Library Science, Physical Education will also be eligible to participate in the scheme. (Reference Page 2 of http://www.ugc.ac.in/pdfnews/6733319_12th-plan-Minor.pdf).

 

Observations

1. Two words "only" and "also" are against Librarians. The Librarians are intentionally kept away from UGC Major and Minor research projects.

2. Through the advertisement UGC is conveying a message that librarians are not academic or teaching staff.

3. In the API score of Library professionals (which is recently abandoned for recruitment but used for short-listing of candidates), the table of Major and Minor Research projects are still there and UGC is keeping the Librarians away from it. Both of these are contradictory in nature.

 

Question

1. Does UGC is planning to make it bitter for the Librarians in the days to come?

I already raised this issue several time, but Teachers in Library and Information Science generally against this view. If we could change the designation from the end of UGC, AICTE major problem could have been solved.

Right. 3 changes can make historic change. I said it several times even in my state I sent memorandum that resulted as no response from other end.

1. Redesignation as Assistant Professor

2. In the relevant statute/act of the university should include librarians in the definition of teachers

3. exact leave rules like teacher colleagues

Please take anyhow a survey in School college and universities Librarian are signed in non teaching register why principal, Vice Chancellor and other are haven't knowledge they seat there.

Yes sir, I m agree with your question. It seems more bitter in the future as the contradictory in the UGC decision for Major and Minor projects

I would like to ask,

Are the projects only the copyright of the faculties?

Are Liberians not capable to do research?

I think Librarian is teacher of teacher 

Librarian is jacob of all subjects 

librarian has best knowledge about research better than teacher 

librarian can do quality research better than others including teacher 

also help to others for theirs research 

librarian prepared list of materials related theirs research also provide Books, Journals, research papers, standard, back projects printed form as well as online form 

without these reading materials Researcher  can not be completed his/her research, 

also help to make a bibliography, give citations etc. means  without  library or librarians help teachers and others researcher can't be completed his/ her research

so UGC must know Librarians role in the research.

our library profession mostly depend on practical knowledge so only teacher in our field can't do quality research but practically knowledgeable  librarian  can do best & Quality research

Dear Saini,
In my view the Teachers in Library and Information Science will not be able to understand the real problem that are faced by Librarians. Only Librarians will be able to do that and if Librarians are kept away from problem solving (research) the Library and Information Science field would be worst in the days to come.

The University Libraries should run the departments and library should be the lab  for the students where they can be trained actually rather than the fictitious cataloging and classification. Students can be made familiar with each and every activity of a modern library by  working in the university libraries. It happens in advanced countries. Students thus trained shall meet the market requirement for librarian. However, there are some issues that must be addressed, but it can solve all the problems of the librarians including the academic status.

Is there someone here who are expert in writing Petitions so that we can signed it digitally and send to the UGC immediately.

Yes sir I agree with your this suggestion 

Now we should stand together to fight against this very bad decision of UGC

i think its may be  first step of ugc to remove librarian post from teaching staff

please We all should  wake up and do something to save our profession as well as our future!!!!!!!!!!!!!!!!!!!!!

in our Maharashtra state Mr. Ajay kamble & ILOSC member also raised this issue 

i think we all Librarian should form one union & fight against this UGC decision 

every state  form one union & coordinate with others state union

I think senior , experienced & aggressive like Prof. N Laxman Rao sir & others senior should take leadership & raise this issue with UGC

This is the apt time for protest for getting not only academic status,but also the designation as assistant professor for librarians.HRD minister Dr.shashi Tharoor is from kerala.A panel should be formed immediately to meet the minister to solve the problem.

Firstly I think we should write a petition with digital signature of LIS Links member and send it to the UGC. If there would be 5,000+ signature then UGC will be forced to revert it back. Whats your intake on this? Kindly comment.

Thanks Dr. Barman.Is there any relevant rule in the UGC act that the number of signatories goes 5000 or above only then they will move otherwise not. But the logical premise is that if there few signatories no need to pay any attention to their voice. I am unaware of  any such acts/rule. Please let me know if there is any. We must protest democratically as you said but keep in mind that whose are taking decisions -few UGC members sent by some political parties (invisibly). It actually reflects the views of that persons political bias only. I think we must approach the UGC members, chairman, HRD minister politically otherwise the decision may not move significantly.
