and I know everybody is free to work anywhere but can a non professional person work as a engineer or doctor?

Yes you are right that we should come forward to appreciate his/her afforts but when he/she is working as a librarian and he/she is not eligible to work as this post and for this case what should we do and on the other hand a qualified person is working under his/her than how can you say so ?
