The University Grants Commission (UGC) has lifted the two -year-old ban on distance MPhil and PhD courses. The move comes after widespread protests by various universities. Many Open Learning Universities like IGNOU were protesting the ban on the ground that their respective laws, passed by Parliament or legislatures, allowed them to offer such courses.

Thanks Mr. Bist for circulating the news and it may fulfill the dream of many true and desrving aspirants.Yes, it is a very good decision has been taken by the UGC but it has to be implemented with a strict safeguard to ensure quality and novelty. In fact decision was taken in 479th Meeting of the UGC on 8th July 2011.

Thank you sir for sending the minutes of the meeting. As I am working with an Open University this decision is of immense value to us. I already forwarded it to our VC.

if any decision that make as a rule and not discuss about its negative impact , the result will be  wrong . i am not against distance education in LIS because i also completed my education on that process but i think PhD. is not  like    bachelor or master degree  instead it is based on candidate's thinking ability of  given subject and it is not possible that everyone get PhD. and friends you already know about the current status of  LIS education in distance mode(except IGNOU and some  others universities). One single room based study center  will open in  overnight if you strong in M3( Man Managent  & Money). it is practically true that why not we have seen  IGNOU study center in our city/district  as easy  compare  to other university study center. Regular mode students hardly get 70-80% on his/her BLIS and MLIS examination and distance mode students get these marks easily with  the help of  illegal examination process. Now distance education is fully convert in Shikha Mafia( i  already mention IGNOU and some universities not in this category  ) and once day if UGC revoke this ban without any strong guideline then PhD will available only paisewalon ke liye because a poor candidate generally  helpless and  muft me koun support karta hai . so finally  i  opposed  this decision  regarding to revoked ban of  PhD through distance.

As a coin has two sides, like their are some advantage and dis advantage of of Phd through Distance Mode, Suppose UGC ban on Phd through distance mode, then can you help me sought out the following problems:

 

1. For a working professionals, who is very brilliant in his field and able to innovate new ideas and though and his he deserve admission in Phd, so how he can enroll himself/herself  for Phd in Regular stream?

 

2. Again for working professionals, who cannot leave their jobs due to some family responsibility and other and would like to persue higher studies like Phd, what about them? Are they not getting Phd degree in their entire life because of working; 

 

but, Some time I am also agree with you, Phd is a very high level research not like in what you read in master level. UGC must keep in the mind the quality of the research, research should be phd level.

 

As my own thinking, i dont know whether it is write or not, we can have some procedures for admission in Phd through distance mode:

 

1. IGNOU Should take some initiatives to Admission in Phd through Distance mode  because it is providing DEC certificates to all distance education system in India. 

2. Rank all the Distance Education Institution in India.

3. IGNOU can conduct a National Level Test like CLAT for admission in Phd through distance mode and eligible candidates can get admission according to their rank in respective Distance Institution;

4. Further, it can make a 3 month or 6 month course work compulsory for all candidates who are seeking admission in Phd through distance mode, so that quality of the research remain become the authentic, valuable and result oriented..........

thanks for given  information related to PhD admission  in IGNOU. 

sir the quality is very important one as we know early PhD are long research work but these days it is on money based so it is loosing its value ..... it is also true that distance PhD is needed now a days but there should be very strict laws to maintain its quality then it will be successful otherwise the talented professional will suffer a lot ,,,,,, the entrance exam will be conducted by UGC in the same format as NET  national level  exam can help for the deserved candidates

Please dont mix Open University and Distance mode institutions. They are completely different.
Our PhD entrance test is tougher than most of the traditional universities.
Every year our university only enrols 15 PhD candidate and 3 RTA = Total 18. So, in every subject only a single candidate able to find a place in PhD programme. It means only a single PhD vacancies in a subject in a year. You could easily guess the rest of the story.
Our every RTA got a commendable amount as fellowship from the university. So, they are not paying anything for PhD, instead our university pay them for doing PhD. The general PhD researcher also used to get grants for contingency.
Almost all open universities are not going for money. It is generally the correspondence school and distance learning centres of traditional universities that runs after money and where you can get the PhD for money.

@Badan Sir i understand the difference between open university and distance  mode institute. and distance institute comes from distance university center.  On public  they are called counseling point  where  students can clear  his/her doubt but  actually  there are teaching center and institute  conduct classes . this is violation of UGC-DEC rules about distance education institute on behalf of  Distance University . my question if UGC  gives any relaxation of PhD  through distance mode then UGC must watch time to time of whole process of this benefits and any university not take any advantages as wrongly according to paper based rules because the top management of some Distance universities continues miss guide the average known candidate through so call study center.

One possible solution of this problem is that only main campus of particular distance mode university can enroll the PhD system  ie.  there are no provision  to any way to  get admission in PhD in study center  based and  3 to  6 months course work should be compulsory to all enroll students in main campus of  particular distance mode student and distance mode university should follows latest regulation of UGC regarded PhD process.
