Re-Designating UGC Librarians as Asst. Professor/Associate Professors

Library Associations-Your Attention Please

Dear Academic Librarians,
Central Pay Commission already submitted its report. Now UGC shall constitute the Pay Revision Committee at any time.Now intensive lobbying by Library associations is needed in UGC and MHRD for 
Re-Designation of Librarians to Asst. Professor(LIS)/Associate professor(LIS)/Professor(LIS) OR as
Asst. Director/Deputy Director/Director(Library)
UGC/MHRD may be convinced the need for class room lecturing /training by Librarians to First Year Degree and PG students without which the knowledge resources will be under-utilised.  Initially two or three hours may be proposed with requisition for inclusion in the college time table.

To begin with how about finding out how many states are ready to consider UGC Librarians as teacher and not class III employee.
To my knowledge Andhra Pradesh already re-designated librarians as Asst. Professor/Associate Professor.Tamil Nadu,Karnataka,Maharashtra,West Bengal,Gujarat,Odisha conferred Academic Status to Librarians. In Tamil Nadu Librarians become principal.
In U.P. a G.O. dt. 11.03.2015, indicates Librarians as academic non vacational staff. But its implementation has become a problem to a great extent. One such case is mine where after a lot of representation I had to file a case against the authorities for its implementation and the case is still pending in the court. This is one example of the situation, how many more such cases are there is not known.

Government’s kind attention is solicited that unlike our counterparts in other States the UGC Librarians are treated as Non-Teaching Staff in Kerala. It may be noted that the professional Librarians in the UGC Scheme are having equal qualification and pay that of teachers. The nature of work of academic librarians is within the definition of teaching. In this context the excerpts from my paper presented in the national seminar at Kerala Agricultual University, Thrissur in 2015 is cited below for elaboration on the subject.
Librarian as teacher
“Are Librarians teach? If they are teachers what do they teach ? Whether the world recognize librarians as teachers? Or what is teaching after all ?
To find out answer to these questions let us look into some dictionary definitions of teaching.
Oxford Advanced Learners’ Dictionary defines teach as 1) “impart knowledge to or instruct(someone) as how to do something”.
2) Give information about or instruction in( a subject or skill)
3) Cause (someone) to learn or understand something by example or experience.
Oxford Advanced Learners’ Dictionary defines “ learn” as “Gain or acquire knowledge of or skill in (something) by study, experience, or being taught:” 2) Become aware of (something) by information or from observation”
“From the authoritative definitions of teaching and learning it becomes clear that libraries and librarians do the same job of teaching, that is, facilitating learning. In the past, before the advent of printing, the physical teacher(Guru) was the sole source of knowledge and students or sishyas were learning from them mainly from his oral transmission of knowledge. In the 21st Century due to information explosion and by explosive developments of information communication technologies the role of teacher has changed from the sole source of knowledge to one of the sources of billions of information sources or resources. Because of exponential growth of knowledge resources expertise is humanly impossible today. The explosion of ideas in different media such as books, periodicals, journals, conference proceedings, technical reports, audio-visual materials, digital media, internet etc compels a different role for teachers to play not as mere lecturers but as facilitators of knowledge, learning managers or as interpreters of knowledge. In the fast growing information society, librarians with their knowledge of diverse information resources, information organization and ICT and searching skills can act as super teachers comparing to traditional teachers. But this claim is not sufficiently subscribed by the society at large and librarians are looked upon mere as book clerks or book keepers.”
“If librarians are accepted as teachers, what is the subject the librarian can teach ? The purpose of education is acquisition of knowledge, skills, attitude and development of wisdom. Librarian is the most qualified and capable person to teach about universe of knowledge, knowledge generation processes, the value of knowledge, knowledge organization, knowledge authentication, various categories of knowledge resources, various information sources, information searching skills, general and special information resources of different disciplines, life-long learning skills, information literacy skills, self study skills, current awareness sources, research skills, writing skills, reading skills, communication skills, library skills, knowledge management and the list goes on. Instruction and training in all the units mentioned above are essential for successful living in the knowledge society. The purpose of education in the knowledge society is dissemination and sharing of knowledge for creation of knowledge.”
Academic Status of Librarians
Many Indian States such as Andhra Pradesh, Tamil Nadu, Karnataka, Gujarat, Maharshtra, Orissa, West Bengal etc already granted academic status to Librarians.
University Grants Commission (UGC) granted academic Status to Librarians. Govt. of Andhra Pradesh re-designated Librarians as Asst. Professors and Associate Professors.
Prayer
In the facts and the circum stances given above we request that the Librarians in the UGC Cadre may be re-designated as Asst. Professors(Library and Information Science)/ Associate Professor((Library and Information Science) as done in the case of physical Education Cadre.

Make library is one of the Department in All Academic Institution, Library to be considered one of the Library Department like other departments, and recruit the post as like as the other departments. Library should not function as a centre, Then it will come status like other department status. then Re-Designation of Librarians to Asst. All the Library associations insist to modify the small changes in the in the draft of UGC 2018 Regulation
Already mentioned in point number 4.0 included Library Science
Remove these designations Assistant Librarians, Deputy Librarians, Librarians and also remove related designations where ever reflected like Career Advancement Scheme (CAS) for Librarians
Because we should small change in point no 4.7. see blow

UGC REGULATIONS ON MINIMUM QUALIFICATIONS FOR APPOINTMENT OF TEACHERS AND OTHER ACADEMIC STAFF IN UNIVERSITIES AND COLLEGES AND MEASURES FOR THE MAINTENANCE OF STANDARDS IN HIGHER EDUCATION, 2018
No. F.1-2/2017(EC/PS).—In exercise of the powers conferred under clause (e) and (g) of sub-section(I) of Section 26 read with Section 14 of the University Grants Commission Act, 1956 (3 of 1956), and in supersession of the “UGC Regulations on Minimum qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education 2010” (Regulation No.F.3-1/2009 dated 30th June, 2010) together with all amendments made therein from time to time, the University Grants Commission, hereby, frames the following Regulations, namely:-
3.0 RECRUITMENT AND QUALIFICATIONS
3.2 The minimum qualifications required for the post of Assistant Professors, Associate Professors, Professors, Principals, Assistant Directors of Physical Education and Sports, Deputy Directors of Physical Education and Sports, Directors of Physical Education and Sports, Assistant Librarians, Deputy Librarians, Librarians will be those as prescribed by the UGC in these Regulations.
This points to be modified as
3.2 The minimum qualifications required for the post of Assistant Professors, Associate Professors, Professors, Principals, will be those as prescribed by the UGC in these Regulations.
Remove the Assistant Librarians, Deputy Librarians, and Librarians designations (remove points 4.7) where ever reflected

4.0 Direct Recruitment
4.1 For the Disciplines of Arts, Commerce, Humanities, Education, Law, Social Sciences, Sciences, Languages, Library Science, Physical Education, and Journalism & Mass Communication.
Remove 4.7 MINIMUM QUALIFICATIONS FOR DIRECT RECRUITMENT TO THE POSTS OF UNIVESRITY ASSISTANT LIBRARIAN / COLLEGE LIBRARIAN, UNIVERSITY DEPUTY LIBRARIAN AND UNIVERSITY LIBRARIAN
Modify as 4.7 LIBRARY SCIENCE DISCIPLINE
I. ASSISTANT PROFESSOR: (UNIVERSITY ASSISTANT LIBRARIAN / COLLEGE LIBRARIAN)
i) A Master‘s Degree in Library Science, Information Science or Documentation Science or an equivalent professional degree, with at least 55% marks (or an equivalent grade in a point –scale, wherever the grading system is followed)
ii) A consistently good academic record, with knowledge of computerization of a library.
iii) Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by the UGC, CSIR or similar test accredited by the UGC like SLET/SET or who are or have been awarded a Ph.D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree) Regulations, 2009 or 2016 and their amendments from time to time as the case may be: Provided that the, candidates registered for the Ph.D. degree prior to July 11, 2009, shall be governed by the provisions of the then existing Ordinances / Bye-laws / Regulations of the Institution awarding the degree, and such Ph.D. candidates shall be exempted from the requirement of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/Colleges / Institutions subject to the fulfillment of the following conditions:-
a) The Ph.D. degree of the candidate has been awarded in the regular mode
b) The Ph.D. thesis has been evaluated by at least two external examiners;
c) Open Ph.D. viva voce of the candidate has been conducted;
d) The candidate has published two research papers from his/her Ph.D. work out of which at least one is in a refereed journal;
e) The candidate has presented at least two papers based on his/her Ph.D work in conferences/seminars sponsored /funded/supported by the UGC/ICSSR/CSIR or any similar agency.
Note: (i) The fulfilment of these conditions is to be certified by the Registrar or the Dean (Academic Affairs) of the University concerned. (ii) NET/SLET/SET shall also not be required for candidates in such Master’s Programmes for which NET/SLET/SET is not conducted by the UGC, CSIR or similar test accredited by the UGC like SLET/SET. 68 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]
II. ASSOCIATE PROFESSOR: (UNIVERSITY DEPUTY LIBRARIAN)
i) A Master‘s Degree in library science/information science/documentation science, with at least 55% marks or an equivalent grade in a point –scale, wherever grading system is followed.
ii) Eight years experience as an Assistant University Librarian/College Librarian.
iii) Evidence of innovative library services including integration of ICT in library.
iv) A Ph.D. Degree in library science/ Information science / Documentation Science/Archives and manuscript keeping/computerization of library.
III. PROFESSOR: (UNIVERSITY LIBRARIAN)
i) A Master‘s Degree in Library Science/Information Science/Documentation Science with at least 55% marks or an equivalent grade in a point -scale wherever the grading system is followed.
ii) At least ten years as a Librarian at any level in University Library or ten years of teaching as Assistant/Associate Professor in Library Science or ten years‘ experience as a College Librarian.
iii) Evidence of innovative library services, including the integration of ICT in a library.
iv) A Ph.D. Degree in library science/information science/documentation /archives and manuscript-keeping.
