        Dear Sir/Madam,

        It has come to the notice of the UGC that some Universities are hiring the services of the
        Supervisors who do not happen to be the regular teachers of the Universities or its affiliated
        PG Colleges/Institutes awarding the M Phil/Ph.D. degree. This practice is in violation of UGC
        (Minimum standards and procedure for award of M.Phil/Ph.D. Degree) Regulations, 2009.

        The following clarification is, therefore, issued in this regard:

                "Universities shall allocate the supervisor from amongst the regular faculty
                members in a department or its affiliated PG Colleges/Institutes depending on the
                number of students per faculty member, the available specialization among the
                faculty supervisors and the research interest of the student. It is further clarified
                that any Ph.D./M.Phil degree awarded by a University under the supervision of a
                supervisor who is not a faculty member of the University or its affiliated PG
                Colleges/Institutes would be in violation of UGC (Minimum standards and
                procedure for award of M.Phil./Ph.D.) Regulations. 2009.

        This may also be brought to the notice of the Colleges/Research Institutions affiliated to your
        University. Any violation of the Regulation of the UGC will be viewed very seriously by the
        UGC.

But what about those Students who are already registered. Who is responsible UGC or Unisersity?

It applicable form date of notice. normally it's happens.

As per UGC regulation, 2009 in which it is clearly metioned that for the Ph.d guide, the teacher must have a regular appontment and from the same university. It is came into the force since 2009. UGC letter regarding the same is just a clarification. It is students responsbilities to check the regulations before joining the Ph.D programme.

As per the borms, regular teacher of the univeristies having POST Gradulate department having 5 years teaching and reseach experience is eligible for the guide, but now many of the librarians became the guide of many of the private univeristies across india and awarding degrees of Ph.D.

This is again a matter of debate...

Sir, with due respect I want to give my suggetions regarding the issue, if a Librarian should be a PhD Guide, in my prsonal opinion, as per UGC norms a librarian is non vacational Teaching Staff ,so if a librarian fulfills other educational eligibility conditions with professional experience,then he should be the Guide,because a librarian has the qualification required for teaching and research. We have to do something to uplift our library profession & library science subject just like other subjects. 

The guide should be a regular faculty member of the university or affiliated colleges/institutes.

Guideship ki dukan bandh....

Now, again a question, Can a Librarian/Deputy Librarian / Assistant Librarian (College Librarian) become guide ?????

Dear Friends

I am not understand what is happen. If UGC have a regulation 2009 regarding the Ph. D. Guide from other universities or Colleges are not permit for Guideship. Can you tell me after 2009 many Ph. D. Degree is awarded and Ph. D. Thesis is submitted to the Association of Indian Universities (AIU) for publication in University News and also soft copy for upload on Sodh Ganga. So how it is possible to do the Universities or Guide these types of work or UGC have not respond all the things is going wrong. So I don't understand who is responsible UGC or University or Guide. Please discuss

It is clarification by the UGC, UGC being Authority to amend or withdraw or clarify the PhD Regulations 2009 has this right. Date of implementation of this clarification is out of question as it is clarification, not an amendment. To follow these guidelines is soul responsibility of the Universities (all types). Some of the universities, even State Universities are not complying with this clause because it not clearly mentioned in 2009 regulations. As for as Private Universities are concerned you people know the status? What will be the future of those who have already registered, can't say. Ultimately, losers are students, not the universities or guides.
