Q2: Most of the cases I have found the answer is two D.Litt degrees offered so far in India. The first one is Dr. B. B. Shukla/ Utkal University  and the Second one is Dr. Amjad Ali (According to a post  by Intekhab Alam Siddiqui on April 28, 2012 at 16:40 in Discussion / News / Article in LIs-Link) The post was:

"Dr. Amjad Ali, Deputy Librarian, Aligarh Muslim University, Aligarh has achieved a rare distinction by getting the D. Litt.  degree awarded on the  5th of April 2012 joining the D. Litt. club with just one person in front of him. Dr. Ali has got the degree from Sambalpur University, Odisha under the supervision of Prof. Krushna Chandra Panda, Head of the Department, Library and Information Science who completed higher education in the United States of America. The topic of of Dr. Ali's research was the Status of Digital Libraries in India: An Analytical Study".
Lot of LIS professionals congratulated.
If it is then what about Dr. Mohamed Taher who was awarded Doctor of Letters (D.Litt) degree in 1999 by B. R. Ambedkar University (formerly Agra University). His post-doctoral research was entitled : 'Libraries in India (Post-independence era): Historical perspectives'.

Also 1 D.Lit awarded from our T.M.Bhagalpur University,Bihar so this types of Question Is not fair.
