UGC seems to be quite clear in its circular "It may be noted that the UGC has so far not accorded recognition to any university / institution to offer "Online" programmes.

5. To offer a subject  in  distance mode it must be offer it in regular mode.

I think it means, if any university or Institution is going to offer distance programmes, the same should be offer in Regular mode also for ex. XYZ University is offering MLiSc in regular mode they have the right to offer in Distance mode also means they can offer in the Both Regular and Distance mode. If they do not offer regular course then they don't have any right to offer in distance mode.

If it is the criterion, then hats off to UGC. I often come across (and I am confident that many among us have same experience) students specially from Open Universities having very poor level of knowledge. The main reason as I presume is absence of Classroom teaching. If this is made mandatory as you have mentioned, it will be one of the few important & relevant decisions by the UGC.

Thanks for the comment.
As I understood, the UGC made it clear about territorial jurisdiction of State Universities. As we know that one .....malai University opened study centres in different states including West Bengal and conducted B.Lib. & M.Lib courses in distant modes. As I understand several Thousand students from West Bengal have underwent such courses and many are in service with those qualification. With this announcement, they might be in problem. One can not expect that students will check with UGC for each & every issue and besides, when this particular University started operating, people were not so net savvy. I am particularly concerned for the people hailing from suburban & Rural Bengal. They have no idea about such UGC orders.

Point no 5 in the gist of my forum post is as elaborated by Manjunath Sir.

Actually the ruling is not in the pdf file I posted. Here I am posting another circular from UGC written to the Universities for submission of affidavit. In this circular UGC wanted to get assurance from the University offering ODL, that to offer a subject  in  distance mode it must be offer it in regular mode.

Please read item no XI in the attached circular.

Here, I could also like to blame the UGC for this deplorable condition of national regulatory body. It should and must work efficiently and issue clear cut circular and control the violating university. It's work style remember the work culture of state govt. official who often commit silly mistakes in framework of rules. Its time to rethink Mody Govt. whether officers from IAS or allied services should hold the all key posts of UGC and academician would remain as adviser only.
