Dear Ms. Kalla,
Library Policies differs from one to another. As such a skeletal guideline seems to be helpful.
First and foremost, Library Policy is not exactly the Library Rules. It is beyond that. It is a forward looking exercise. So it relates to planning as well. In case you can explain a bit detail about your library I may prepare a GENERALISED Policy for you.You can modify that one according to your need.

Overall policy of the institution on library
The library should have an approved policy on the collocation development support, introduction of new services, support in terms of fund, annual increase of budget, binding procedure, removal of obsolete books, and policy on loss of books and an ongoing commitment of the institution in deputing library professionals for continuing and further education

Thank you for your reply and highlighting the issues.
As you can understand that these issues are by and large "COMMON" for most of the Libraries but if you look deep into them, you will find that they often vary according to the nature & type of the particular Library.
You can prepare the policy on the basis of the different heads as you have mentioned.
Like say Collection Development Policy, It can be something like:
The Library should have a defined policy for collection development activities; A budget should be prepared for this purpose every year indicating the sources of funds which includes:
(a) Annual grant from the funding body,
(b) donation
(c) revenue earned
(d) Outside grant
As it is a fact that (a) is known to all of us and as such I am not explaining it further.
(b) Donation:
Efforts should be made to get donation from the Corporate Agencies and the alumni society. If you have a good collection of Books and materials on Business Management, you can extend Library facilities to certain Management/consultancy firms (of course against some fees). Often these firms do not have any formal Library (to save net overall costing/profit) and individuals are often on the lookout for guiding materials available in Libraries. If you can extend your service to these firms against some token membership fees, you can certainly open an avenue to approach such firms for donation to develop your collection with certain befitting materials of their requirements. (like you can ask for partial financial support for subscribing to databases like Indiastat.com or CMIE etc.) If the firms realize that by paying a comparatively lesser amount (Say you have four firms as such members, and the database costs Rs. 1.50 Lakhs, of which you can afford to pay Rs. 50K from your own budget and plead for donation of 35K from each of the four members, they will find it quite cost effective and in most cases they will agree to pay. by this way, your Library is saving Rs. 40K from its budget for subscribing to this database.)
(C) Revenue Earned:
Through Membership fees, Document Delivery, Photocopy services, fines, services rendered to Projects etc. etc.
(D) Outside grants
There are several organizations that provide need-specific grants to Libraries. (RRML/NASSDOC in India, UNDP, The World Bank, WHO, Aga Khan Foundation, Ford Foundation etc. internationally)
Now head-wise you can develop policies. (For financial perspective, the best and most wise one however, is to develop a corpus fund accumulating all the earnings.)
You have mentioned heads like "Introduction of New Services" "Annual increase of Budget" "Continuing Education of Staff" etc. As you can well understand, that such issues vary according to the nature of the Library and type of community it serves because one has to JUSTIFY the policy so framed. It is not practicable for a School Library to introduce policy for revenue earning through Document Delivery services or continuing Education Programme for staff for instance.
I hope I could explain the "Philosophy" behind policy preparation for a Library in most general way.
Lastly, as you join to work in a Library, you certainly have some"idea" or "vision" of how to go with it, how to develop it, how to distribute jobs among staff, where the reading room should be etc. etc. They are all your own ideas of innovation for furthering the activities of the Library. So you should be the best person to define the policy after all.
