Librarians Under "Administrative Staff" Category in Kerala Government

From reliable sources it came to know that a Government order would soon be issued by Kerala Government categorizing librarians under "administrative staff" category. A committee was constituted last year by Kerala State Higher Education council to look into the matter of grievances of non-teaching staff in aided colleges, government colleges and Universities in Kerala.The report submitted by that committee categorized librarians under "administrative staff" (see the attachment).

Two weeks back, there was a discussion with Government officials and various service organisations on the matter of implementation of the said report. None from library Profession were invited or attended that meeting. There should be positive move from library associations and senior professionals immediately before such an order issues from Governmental part. The saddening thing is that there is no single or common platform of librarians for raising voices against such injustices.

    Hon. Minister of Education Abdu Rabb need to be convinced with documents that Librarians should be treated as Academic staff.He is a product of AMU. He knows AMU Library and its functions. I heard that the committee was headed by a teacher who was in enmity with his college librarian.

You are absolutely right sir, can we approach Minister without the label of any professional organization???

We need actions....not only comments......first we have to submit a representation to higher authorities reagrding this issue.....in many states in india librarians have academic status......we have to collect the documents first

   It is better to join with any library association and meet the minister. Rather than individuals, association's voice is better heard.

Which association will help us??? Who will come forward to uplift our profession??? We are ready to do any voluntary work to the betterment of our profession,...but we need the help from senior experienced professionals.

I just noticed this discussion thread and seems that it is going without any direction and no plan for any action. it resembles a fable "Belling the cat".

In Kerala more than five professional associations for librarians. You can approach any professional bodies to solve this matter. College librarians in Kerala can take initiative to solve this problem with the help of professional associations in our state. Members are giving the strength to professionals bodies to take action.

Attend the meetings of professional bodies regularly and put forward the problem facing by our community . We can generate ideas for collective action and problem solving through healthy discussions.

Kerala Library Association, Kottayam Region have decided to call for executive meeting on October 3 to discuss this controversy along with other professional issues. And will send a representation to KLA central committee for further action. Biju is an executive committee member of KLA Kottayam Region. Why not attend the executive committee meeting on October 3. Committee can prepare an excellent memorandum with the help of you.

Consider doing that instead of shouting at people.

Thank you for considering this issue by the KLA Kottayam region. I was one of the executive member of KLA Kottayam region, but form 2012 August onwards I am working under the Ernakulam region. But i didn't received any intimation about the meeting from Ernakulam region. LIS-LINK is not the proper platform to communicate KLA meetings.

I am agree Only Kottayam region is active in conducting classes and workshops . All Library professionals are members in this idle professional association. We all (Vimal also) know KLA  has their own agenda to do.Central committee is not giving even a platform to discuss these professional issues.

Anybody can check the published date of this report(which is attached by Jasimudeen, 11/12/2012) till now KLA is sleeping???

Could you give a list of movement lead by KLA for the profession during the last two year???

Individuals have their own limitations to do more, if professional associations taking initiatives to act against the disparity, all professionals will come under this umbrella.

                 I think KLA is sleeping, because last four years there are several issues faced by the library professionals such as the difference in the pay scale of common pool librarians and the university library professionals, then we all r under the category of administrative staff simultaneously in future  our pay will be degrade to assistant category, also this movement lead to abolish our UGC scales. this much huge problems r there. no movement from the KLA against this. so i think KLA is sleeping this assosiation is supposed to organise seminars and other activities they are not involved the problems faced by the library professionals,

 here by i attach the order of the govt of kerala abt the revised pay scale of common pool librarians and also the legislative questions

my colleague and KLA  Kottayam region secretary mr.vimal kumar said it right that members are giving strength to professional bodies to take up actions against injustices to LIS profession.i wish to ask mr.vimal  a counter argument on the "belling the cat" fable.who actually freed the cat.where were the more than 5 "watch dog" associations in kerala you have mentioned  who have moral responsibility to "bell the cat". are they not aware of such Governmental reports and movements earlier? The submission of higher education council report was widely reported by media.why any one of them made an attempt to go through it to forsee its implications and took remedial actions?why a executive meeting only when this matter was raised in a forum?.

The real problem is with various associations leadership.They should be keen in addressing such issues and informing the remedial actions taken to at least its members.otherwise the so called "shouting" will continue.shouting generates nothing,but at least,give shouters a chance to shoute.....
