Librarians are Not Eligible to Apply for UGC Major and Minor Research Project

It is clearly mentioned in UGC's new guidelines for Major and Minor Research Projects that:

1. For Major Research Projects, Only the teaching faculty of Library Science, Physical Education, Principals and Vice-Chancellors will also be eligible to participate in the scheme. (Reference Page 3 of http://www.ugc.ac.in/pdfnews/7716504_12th-plan-guidelines.pdf).

2. For Minor Research Projects, Only the teaching faculty of Library Science, Physical Education will also be eligible to participate in the scheme. (Reference Page 2 of http://www.ugc.ac.in/pdfnews/6733319_12th-plan-Minor.pdf).

 

Observations

1. Two words "only" and "also" are against Librarians. The Librarians are intentionally kept away from UGC Major and Minor research projects.

2. Through the advertisement UGC is conveying a message that librarians are not academic or teaching staff.

3. In the API score of Library professionals (which is recently abandoned for recruitment but used for short-listing of candidates), the table of Major and Minor Research projects are still there and UGC is keeping the Librarians away from it. Both of these are contradictory in nature.

 

Question

1. Does UGC is planning to make it bitter for the Librarians in the days to come?

I agree your statement, see the history of library professional they are continuously fight for their rights & it is also true that,  we have not been received any benefits as per teaches without fight.

Dear (Sabuj Kumar Chaudhuri), Firstly, I apologize for not making this discussion threaded (my browser recently crashed and I cannot wait for it to become functional so that I can give a response to this emerging problem).
There is no rule that we should have 5,000 to raise our voice, however if there will be more people they will be bound to look into the matter.
We should do whatever possible so that it can revert back to earlier stage.

This time to take prompt action ,  decision not discussion!!!!!!!!!!!!!!

We must  stand together to fight against this 

we should use various tactics like legal, political, educational, to revert back this decision

Thanks for directing to the Petition website. I am also very much aware of it but the problem is that we must raised it in proper format (text) with sufficient ground. Can some one do that. If this is done, then collecting the signature part can be vested with LIS Links, I will be very happy to do this part.

Let we decide the issues to be discussed with the UGC first, then I may contribute to draft a proposal. The proposal may include problems with notification its solution with full justification.

In 2010, when the New regulation was formed

I asked a question..

Why should I go for PhD, as it is not essential to become a Librarian in University?

I think instead of pinching , UGC may hit direct taking some bold decisions against US <Library Professionals>

1. Withdraw NET and UGC pay scale

2. Withdraw Academic status and 6000 AGP

3. Declare Pure non teaching staff, so that AR/DR and other officer stop jealousy

4. Stop PhD in Library Sc for Librarians/AL/DL etc

5. Scrap API for Library cadre..

Stop shooting single bullets, blast a BOMB and clear it up..

Why u stopped ur reply with, not to conduct ph.d and scrap API for library cadre...if we the librarians are non-teaching, it is not necessary to conduct any formal degree courses to do some clerical jobs in libraries. Since we are professional librarians, let us try to regain our status as teaching staff. In our country we the librarians, crying for many years to get the status of teaching positions, from the other side, the UGC, higher officials, pvt colleges, pvt universities always trying to hit on our head. Since the librarians have all qualifications to teach, let us have formal classes to handle along with the library management work and try to get all the benefits as the teachers are enjoying like salary, vacation and everything.  When it happens to work in vacation period, the librarians should be allowed to enjoy the vacation period on any other working days without reducing a single day leave. If i work on sunday, i should enjoy the holiday on either monday or other day as i like.  

All of us join hands to strengthen Barman ji and get succeed.

Don't degrade ourselves. It is the time to fight against the UGC and for the rights. Teaching community should feel shame for not accepting librarians as teachers because, no institution can survive without library and no teacher can become teacher without entering into library and interacting with librarian

There is a lot of scope for the librarians to apply to projects in libraries so UGC has to rethink to give eligibility for librarians for applying Minor and Major Projects

Our plea in the petition should be that

 

The Minimum condition for appointment as College Librarian / University Assistant Librarian is qualifying the UGC NET Examination for Lectureship.

 

Now, if a College Librarian / University Assistant Librarian has to qualify the above examination then why he is not been considered as Lecturer for these schemes of Major and Minor research projects.

 

Or in other words when this examination is for Lectureship only then why College Librarians / University Assistant Librarian is required to qualify them for the purpose of minimum eligibility conditions.
