"THEY ONLY GIVE SALARY RANGE 5000-12000" yes this is very true. Let there be e-journals in every college with underpaid non professional Library staff (staff without a library course certificate). I think the result won't be very good.

Thanks for your post and addressing two distinctly different yet extremely important issues.
Regarding the first issue, that is, excessive high price of E-Journal Clusters, it is really a great problem. However, the Private Organizations who are setting up new Institutes are well aware of such liabilities and that too well in advance. As such, it is solely their discretion to set up the institutes. Well, the government can certainly provide subsidy to e-Journal subscription and they should do it; however, there is one point which is quite relevant and justified;
Why should the government provide subsidy to private bodies who, by and large set up the institutes for profit making purpose? The institutes are set up with profit making goals is clear from your issue #2. Otherwise why they are not paying the Librarians at the rate of NITs? It is simply because they have to pay from their own funds and paying higher pay will be strainous to their pockets!! So why on earth the government should spend tax payers' money for such organizations?
We can rather approach the government to fix up the pay scales of Librarians in the line of NITs with same qualifications and selection criteria and for a scrutinizing factor, they can make it mandatory for all existing Librarians to qualify in that line within next 5 years to get the requisite pay scales and career advancements.
I am sure that my last proposal may seem to be extremely bitter to those in-service professionals who are not competent enough to qualify for those Pay Scales. However, I strongly believe that a huge number of upcoming new-breed of high quality professionals and a pool of competent in-service Librarians may welcome this suggestion.
