It is true that the education mode is not the matter;, but the matter is this the framing of the system itself . PCP is no doubt important in the distance education system but in some special courses hands on experience is also required especially for catering the LIS education. In order to sol;ve the problem two steps could be taken:
Firstly, we know that most of the libraries in our country are suffering from the short-fall of staff . Books are not properly processed in many a libraries .If the system could be framed in such a way that all LIS student from distant mode will be utilised for a few month in their local libraries for getting some hands on experience (and the system will be mandatory) ; all concern libraries will be benefited. In that case, librarians of those libraries will play a vital role to co-ordinate the study centre and the respective university. In the philosophy of Open -Learning the Librarian -Administrator is the vital person for a well designed open course. Proper integration s also required towards framing the system.I think this will be a golden opportunity for librarians to prove their efficiency as Information-Intermediatories.
Secondly, a strong educational base is required for pursuing LIS education.So for the BLIS degree course a minimum Honours Degree is required. If the system feels that no boundary will be given as the philosophy is concern of Open Learning ;Cert.Lib Sc course may be started for Pass graduate student.Other wise, no avenues will be open even for the passed out students having Graduate(Pass Course) ,BLIS degree. Because job in the libraries are available for those candidates who have Honours and Post graduate degree along with the professional degree. These will be a meaningless effort on behalf of DEC(Distance Education Council).

I think debate on this topic is useless. Because now a days the quality of education in regular mode also so poor in many universities that students are no need to go for regular classes and they get the regular degree. In spite of these types of regular degree I think degree from distance mode(especially from IGNOU) is better.
I think there should be written exam for getting any job or promotion also. So, only having a degree from any mode is not sufficient. If person crack the exam that's mean he/she has quality.
yes, there is a some different between regular student and distance student as i observe, i ask to so many distance student about DDC. they dont know that how to proper use of ddc they know but not in depth.2nd thing is that if some body is working and he/she has knowledge of all library operations than why should we go to distance education a amendment should be our education policy bcoz working knowledge is must.
Do u know, a illiterate person can handle the library just after working of 3-4 months working and we are talking about qualification.the base of library profession is nothing on basic level or academic level. if we are talking about special library than qualified or talented librarian needed. So, Distance or Regular it is not the matter working knowledge is must weather it has in regular student or distance student. but today scenario every one can do B.lib or M.lib very easily distance mode but regular course student have to do much study about library science.
