I dont think that permission is required to link to any website over the web. Everybody will feel honour if you link to their pages from your personal website.
However you will required permission to display any content under the frame of your personal website and in most of the countries it is treated as illegal to display someone else content under the frame of your personal / institutional website.

Thank you Dr.Badan! Actually I want to  create a blog for my library users which will give links to different free and useful information sources like, database, open access journals of their ifield of iinterest .I am sure you can suggest me in this regard.

Ya Hemanta da. I can help you in this regard. Just let me know which platform you want to use?

Again, can we design it in a collaborative way for all libraries so that everyone can be benefited?

I want to use blogger as platform or as you suggest.I don't have much experience so i need your help.yes i can design it so that it can serve and benefited all.Now tell me what should I do?

I have already add your emai ID in my blog.please check once..

Ok.. You can go with the blogger, If you faced any problem add my email id (under permission) as author, so that I can edit the blog from here itself. Later on when the design will be completed, you can delete my name from author.

Thanks Badan! Ok I will add your email ID.you have to be with me then only I can go ahead.I will give u my blog link soon.
