In my opinion Nationa Journals are those journals which are published from own country i.e. The Journals published from India and the contributors are also from India is National Journal but an International Journal is that may it publish from India or from other country but its contributor (Author) are from other country not from India.
Similary Referred Journals are those Journals which articles are reviwed by eminent authors are refereed Journals.
i agree with u but i think international journals are those which have international in scope means any author from any country can contribute as well as host country's author can contribute.

Difference between National and International Journal
If journal is published and circulated within the limit of the country , it is National Journal.
If it is published and circulated in the nation as well as beyond the boundary of the nation, it is International Journal.

the difference is that even though all journals , any material is sent for publication as a practice the material is subjected to reputed specialists 2 or 3 in the subject domain for the critical evaluation . Basing on the inputs from them the papers will be modified by the authors . This critical evaluation process is called peer review . Once the journal status and standard is determined by the peers tn the respective subjects . The journal attain standard they will achive the referred journals . The contents and coverage will decide the , the policy of the journal will decide national or international.
