AICTE canceled  IEEE and Springer, Wiley-Blackwell, ASME, and all mandatory E-journal system. Please provide more information in this regard.

Madras High Court has given the verdict in favor of AICTE. The mandatory subscription stays on and institutes need to subscribe.

We are pleased to introduce ourselves as the preferred channel partner for Gale Cengage Learning for the journal databases and online resources.
As you are aware that the dead line for the mandatory requirement of databases has been extended till 15th January for all colleges and AICTE has made it clear in its new corrigendum ( You can see in AICTE website ) that the existing customers for the INDEST / DELNET consortium approved products can continue to do so for the current academic year.

Appendix 10 shall be read as Annexure I of

However, Institutions subscribing for
DELNET / INDEST may continue to do so for
the current year in place of Annexure I
We  have been serving some of the reputed institutions in AP like Malla Reddy group and CMR group.
We are,pleased to offer the DELNET approved products for Engineering , Management and Pharmacy products at an attractive discount and for INDEST approved BCRC+BIG ( AICTE Manadatory list no 2 ) ,a discount of Rs.10,000.00
DELNET Products 
1. Engineering - IESTC ( Infotrac Engineering Science & Technology Collection )  - Rs.52,500.00

2. Management- IMC ( Infotrac Management Collection ) - Rs.52,500.00

3. Pharmacy - IPC ( Infotrac Pharmacy Collection )- Rs.31,500.00

Thank you for the information. However the confusion still lies in the fact that the product approved by AICTE Approval Handbook Process 2012-13 for Gale are:

BCRC +BIG : These two databases are different from Management- IMC ( Infotrac Management Collection ). How would someone justify the subscription of the above mentioned collection of Gale in AICTE when Management- IMC ( Infotrac Management Collection ) is not listed in the approved product list of Annexure 1.

The library might end up paying for these collection and still will not comply to the approval process of AICTE which will be a double trap for the libraries as they will still need to subscribe the databases listed by AICTE and if they fail to do so they dont comply the AICTE guidelines.

The same happens with the Engineering as well as Pharmacy Collection as Engineering - IESTC ( Infotrac Engineering Science & Technology Collection ) & Pharmacy - IPC ( Infotrac Pharmacy Collection )- are not among the list of approved product of AICTE as per the Annexure 1

Attention is drawn to fellow library professionals that as per my information AICTE - DELNET agreement signed in 2001 is for DELNET services prevalent at that time. The Management- IMC ( Infotrac Management Collection ), Engineering - IESTC ( Infotrac Engineering Science & Technology Collection ) & Pharmacy - IPC ( Infotrac Pharmacy Collection ) list of Journals are horrendeous for any Institution. If DELNET CERTIFIES / APPROVES Infotrac collection their wisdom needs to be questioned.

 

It is intriguing to note that if this collection was presented to DELNET WHY WAS THIS COLLECTION NOT DONE FOR AICTE. IT IS POSSIBLE THAT AICTE WOULD HAVE REJECTED THIS PRODUCT. IT WOULD HAVE MADE LIFE MUCH EASIER FOR ALL OF US.

I would advise fellow Librarians to wait for the court verdict and if it the court decision is unfavorable buy one of the products listed in Annexure 1. My humble request to professionals is not to fall into the trap set by vendors.

Lets make an informed decision.

I fully agree with your analysis. As per the Corrigendum 171111 which has been changed without any notice the subscription to DELNET can replace the subscriptions to other Electronic Journals for the current year. The axe is still on the heads for the next year.

However it is not clear whether Print Journal subscription for International should continue or not. As per the Latest Approval Process the International Journals Subscription was made desirable and Electronic Journal subscription Mandatory. Now Electronic Journal Subscription is replaced by subscription to Delnet. Technically there is no need to subscribe to International Journals for the Current Year.

However still we need to subscribe the resource as AICTE has made a new change after incorporating DELNET..............As per new changes marked with a double ** mark in the corrigendum:

"This is further clarified that DELNET provides only archived resources in few areas and does not cover the complete list as per Annexure I. Wherever not covered by DELNET/INDEST, Annexure I be referred for subscription of e-journals."


This means that we still have to subscribe the Annexure I resources as DELNET doesnot cover all the areas.

The point to be noted is that it should not overburden the institutions where we are working and atleast should not obstruct the approval process. We at our college teach : Civil, Mechanical, ECE, CSIT, CSE, MBA and MCA.


WHAT IS THE ADVISE


My advice would be wait for the court hearing. The Delhi High Court will come with their verdict on 6th January.

As far as the two star in the corrigendum of Approval Handbook process is concerned, it basically means that we are at square one where we need to subscribe all the resources listed in Annexure I. Since DELNET is only a document delivery system and dont provide the Full Text Journal hence the annexure 1 would be the final thing.

You can easily understand that how can a resource worth Rs. 16,400,(DELNET) can be replaced by 16-17 Lakhs that AICTE has asked each institution to invest who are running courses in various Engineering, MBA and MCA.
