CBI case against Librarian and Members of Selection and Screening Committee

Dear Friends,

This is good news for our profession. Corruption and manipulations in interview has become a common practice in our profession. This case will teach the lesson to so-called leaders of our profession.  This case has boost up the morale of thousands of library professionals who have not been selected due to favoritism and nepotism in the selection process. 

It is requested to all LIS professionals to send the details of all the interviews to CBI in which they have appeared and if found any irregularities in the selection process.

Very soon one more case will be registered by CBI regarding the irregularities held in the selection process of Assistant Librarians in two interviews held in one of the prominent university located in Delhi.

CBI REGISTERS THREE CASES AGAINST THEN VICE CHANCELLOR AND OTHERS OF DR.HARI SINGH GOUR CENTRAL UNIVERSITY FOR COMMITTING ALLEGED IRREGULARITIES IN THE SELECTION OF CANDIDATES FOR VARIOUS POSTS

           The Central Bureau of Investigation has registered a case against the then Vice Chancellor; then Professor, Department of Chemistry; then HOD, Department of Botany; then Head, Department of Biotechnology; then Professor, Department of Zoology; then Professor, Department of Applied Geology; then Assistant Professor, Department of Biotechnology, all of Dr. Hari Singh Gour Central University, Sagar (Madhya Pradesh) and others U/s 120-B of IPC r/w Section 13(2) r/w 13(1)(d) of PC Act, 1988 on the allegations that the then Vice Chancellor and the members of screening/ selection committee of Dr. Hari Singh Gaur Central University, Sagar during the year 2013, entered into a  criminal conspiracy with the non-eligible candidate and selected non-eligible candidate who was appointed as Assistant Professor in the Biotechnology department in the  recruitment against the vacant Self Finance post in Dr. Hari Singh Gour Central University, Sagar.

 

           The second case has been registered against the then Vice Chancellor; then Dean, Chemical Sciences & Technology, then Head, Department of Chemistry; then two Professor of Department of Chemistry; then Professor, Department of Botany; then Professor, Department of Applied Geology; then Professor, Department of Microbiology; then two Assistant Professors & two others of Department of Chemistry; all accused of Dr.Hari Singh Gour Central University, Sagar (M.P.) U/s 120-B, r/w Section 13(2) r/w 13(1)(d) of PC Act, 1988. It was alleged that the then Vice Chancellor and the members of screening/ selection committee of Dr. Hari Singh Gaur Central University, Sagar during the year 2013, entered into a criminal conspiracy with the four non-eligible candidate and selected the non-eligible candidates, who were appointed as Assistant Professors in the Chemistry department and thereby, they provided unduly favours to the said selected candidates.

 

           The third case has been registered against the then Vice Chancellor, the then Librarian, then Head of the Department of Geography(Member of screening Committee), all the three of Dr. Hari Singh Gour University, Sagar(Madhya Pradesh); then Reader & Head of the Department of Library & Information Science, Vikram University, Ujjain, Madhya Pradesh(Member of screening Committee); then Librarian, Indian Institute of Technology, Kanpur, Uttar Pradesh(Member of Selection Committee); then Prof. of English, Jadavpur University, Kolkata, West Bengal(Member of Selection Committee); then Dean Department of Library & Information Science, Baba Saheb Bhimrao Ambedkar University, Lucknow, Uttar Pradesh(Member of Selection Committee); former Librarian, Central University of Hyderabad, Hyderabad, Andhra Pradesh(Member of Selection Committee); then Professor of Library & Information Science, Punjab University, Chandigarh(Member of Selection Committee) and another Member of Selection Committee U/s 120-B of IPC r/w Section 13(2) r/w 13(1)(d) of PC Act, 1988 on the allegations that the members of the screening committee and the members of the Selection Committee entered into a  criminal conspiracy with a candidate to favour the candidate. In pursuance of the said criminal conspiracy, they abused their official positions by selecting non-eligible candidate in the post of Librarian for Jawahar Lal Nehru Library of Dr. Hari Singh Gour Central University, Sagar and thereby, they provided undue favours to the selected candidate.

 

           After registration of the said cases, searches were conducted today at 8 places at Sagar, Jhansi and Kanpur, at residential premises of the accused persons. During searches, various incriminating documents, investment documents & 3 locker keys, etc. have been recovered.

 

           Investigation is in progress.

It is really, really exiting news. But could you tell me please 'How about registering a case against KVS'  I qualified the test for the post of Librarian in 2008 but was dropped at the time of interview as usually happens in India. I was, however, having a leading ranks in the merits  list. At that time I didn't have ideas about RTI. Now I seek your advice what should I do and what could be the process of registering such a case?

If you want to register the case with CBI, the details are available on http://cbi.nic.in/contact.php. But before appealing any authorities, you should have full documentary proof so that you can challenge the selection process.

This is happening many times. Because of favoritism and Internal setting of officers. It happened also in case me. I would have given Asst Librarian post by internal  promotion. In 1998  as per first five years promotion policy and first promotion called for interview and after the one our before test informed that, There is ban on promotion by office and then UGC people came for inspection told office, There is no ban on promotion. The time went about ten years and case was pending for 20 years. After the completion of  my  twenty years promoted me as  Professional Asst. post after promoting juniors first. 

Professional Assistants are the worst sufferer for promotion due to lack of policy by UGC authorities. As this post comes under the purview of UGC, hence neither it is governed by govt. scales nor by any other agency.  And UGC is only interested in Asstt. Librarians and above posts.

As Dr. Singh has mentioned, please keep in mind the proverb "Look before You Leap". In case any of you want to register any legal suit, please check all the documents and be more than 100% sure that you will be able to establish the charges otherwise you will certainly be under grave consequences. So first be extremely confident that you have all documents in support of your claims. mere "consequential evidences" are not at all do. In case there are gross violations of requirements in advertisements. Beware mere crossing the upper age limit may not an extremely vital issue. For example I can site one instance for the post of Chief Librarian of a National Scientific Research Institute where it was stated that the incumbent SHOULD hold (1) A good Science Degree (preferably Masters)& (2) MUST have at least 10 years experience in managing A TOP GRADE SCIENTIFIC RESEARCH LIBRARY while the selected candidate did not have (1) Degree in any Science subject & (2) even TEN DAYS of working Experience in a Scientific Research Library!! These can be termed as GROSS VIOLATION OF NORMS if selection was not made from other candidates possessing both the required Qualifications & Working Experience. In early Nineties, I was called for interview in a University for the post of Dy Librarian. The V.C. was the chairman of the board and as my interview was about to end, the VC started to repeat , "Oh, your age, Oh, Your age, meaning i was too young to be considered for the post!! Interestingly, virtually all the internal candidates (then working as Asst. University Librarians)were known to me from my childhood and they joked with me& teased me saying that if I am selected, I will be their boss and in that case they will have to address me as "Sir". Any way, an outside person was selected and I thought that the matter ended there. But NO!! When I joined at my present post a couple of years after, one day the same V.C. (now s/he was an Ex V.C.!!) came to vist our Library in the very early hours of the office and introduced him/her self as Ex V.C. of that University and after discussing with me for about half an hour, uttered that the Dy. University Librarian of his University is a hopeless fellow; and that s/he had not done anything and spoiled the culture etc. etc. After listening to such allegations over and over again, I could not keep my cool. I then replied Look, I had been a candidate for that post and my interview has held more than half an hour and at the end you have chattered Oh, Your Age! Oh, Your Age!!and you being the Chairman of the board, recruited this individual whom you are calling as "worthless fellow" I, on my part can address you with the same adjective if you do not mind!! That VC simply flew away from my office within a glance and believe me, I never saw any old person can walk so fast except in "walkathons" you might have watched in the TVs!! Ha Ha Ha!! Well, this is life. Don't mourn for the past. Be happy with what you have. Console yourselves that people more superior than you are in far less lucky than you. I have no reservation to say openly that there are many people in our profession quite known to me are far more superior to me and I am not eligible even to lace their boots and they ended their professional lives far far less illustrious & glamourous than me. I take this opportunity to convey my best regards to them.
