Dear Ms. Dhiman,
Since you are working in a State Govt. Organization as a contractual staff, You please go through your selection letter and the conditions they have mentioned in the TERMS OF SERVICE. In case it is pecifically mentioned that you have to get NOC (NO OBJECTION CERTIFICATE) for applying elsewhere, then only you have to ask for it. As a contractual staff you are not supposed to be governed by ALL OF THE RULES APPLICABLE TO PERMANENT/REGULAR EMPLOYEES. However, I have no idea about the rules of your State Govt. But as I understand about Central Govt. Rules (I worked in Central Govt.Research & Academic Organizations for nearly Four Decades!and after retirement heading the Library of a Private University)the proper Channel thing never applies to you. Still, if you have cordial interaction with your supervisor or General Administration, you can enquire from them to further safeguard your situation.
