I think it will not be a problem it the univ. is recognised by the UGc and the follow UGC latest guidelines for PhD registration- like course work etc.
I have no idea about any Indian Journal of Information Science. But as you will be attending MLAI convention, you may ask Dr. R.P. Kumar about it. I believe Dr. Kumar will be attending it. As a life member of MLAI I wish its grand success. By the way, Do you know Mr. Deolalikar, as I can recall, he was Librarian at Medical College Indore.
