Guru in my opinion present job is good scope for extension for u n ur family arena, if u join here means no scope to learn n grow, for ur kids' overall growth through ur journy only.

Dear sir,
First of all compare the period of service under both govts, benefits, claims (i.e Educational claim ) etc.under each govt and finally select your job according to the benefits.

Dear friend as per my opinion you have to take your decision. After all Its all about your own priorities. But you have asked this I will suggest to be in RRLF because working environment do affect our academic life so it is good to work in such central institute. You may get further career paths after experience so think about long run. wishes for your career.

As per my suggestion U must join as college librarian
forget about state or central govt.
U must go for status of the job.
now u are not a core library professional
your job will be stagnant in RRRLF
