What is the Reason behind the Deputy Librarian Pay Scale differ in Central Universities?

Central University of Jharkhand (CUJ) and Central University of Karnataka invites applications for the post of Deputy Librarian.

Essential Qualification and experience (8Years) is same but different in pay scale CUJ - Level 12 and CUK - Level 13A  and age limit CUJ - 55 Years / CUK - 50 Years.
