 Friends various Universities are not conducting the Interviews for the post of Asst Librarians/Librarians after adsvertising the vacancies. After 1-2 year they are readvertising the post again cheating the candiadtes. Few Universities are Punjab Univ., MDU Rohtak, Kurukshetra Univ. etc.  Niether they are conducting interviews nor refunding the draft amount, this is very serious issue. We should raise voice against it. Kindly suggest.

Most of the DLIS Departments as well as Libraries of various Universities are working with a single person so  it is not possible to maintain quality in our subject field and services too.....................

You are exact to the point, if we compare with the foreign universities libraries, then are more ahead in investment (in e-resources and automation kind of project). But in terms of staff and skilled hand, we are no where in front of them. it is quite possible in lack of staff, work can be done but may not be required quality.

Thanks for your post and also to Ms. Jyoti Singh and the important input given by Ms. Shraddha Shahane about the autonomous status of Universities.

Regarding the Foreign Universities, and their difference with those of ours is on the questions of Ethics & Principles. I am sorry to say that barring a few exceptions, the two attributes are virtually non-existent in our University System. It is every where & our profession is also emerged into such activities. In Universities in U.S. & japan ( about whom I have my personal experience) They recruit for "purpose" not to accommodate some individual as a general fact. I admit that there might have been infrequent irregularities but in general they abstain from malpractices which is rampant in our countries.  I used to be present at dot 8.00 A.M and there were Biometric attendance. (While just a few years ago the the teachers in a Central University in our capital city came in to roads & demonstrated against proposed introduction of Biometric attendance!!) and the departmental In-Charges used to take statistics of services rendered to students. Well, of course for better performance staffs are rewarded & in our country there is no system to reward or reproach a staff. It is like the proverb Andher Nagri Cahupat Raja Take ser Gobi Take Ser Khaja!! Again the Foreign Universities have excellent infrastructure and as of now many Indian Universities are equal in those aspects. The staff & administration are sort of business like. They mechanically do what they are supposed to do without bragging of what remarkable thing I have done! Regarding investment, today's India is not very far from them as I see them. I worked in the time when India had severe Foreign Currency crunch and we had to explain for every bit of Foreign Currency expenses. I myself had to prepare several "Justification Reports" during 80's for paying Airmail charges to foreign Journals!! But those days are gone. With e-Journals, we are no longer in the back bench. What is required  is a sea-change in our mentality which is extremely extremely difficult in our environment. In 1985, when I was in Japan, while talking to my Co-Professionals of advanced Countries, I openly told them during a North South debate session that Look, you people are way head in modernization in terms of Computers and infrastructure but, we have intelligence and knowledge, beware, the day we are able to get those infrastructural facilities, you will loose your supremacy. My good old friend Ms. Asrat Tilahun from Ethiopia , Dr. Falkenberg Goran from Karolinska University Stockholm, Sweden and some others including people from Congo, Mali, some West Asian countries, Australia and the then Soviet Russia even UK, USA & Japan unanimously supported me openly. I am indebted to them throughout my life!! And I feel happy to see that the day has come as we have almost similar infrastructure to them. However, the irony is there are places where there are no Takers or there are no Givers. What I mean to say is that please do not underestimate our own abilities and that we are in any way backward to them, the difference is environment and environmentally induced MENTALITY.

In our system, Libraries (be the academic Dept.s or functional) are at the lower levels of priorities  in the eyes of Administration/authorities. So whenever there come any financial curtailment, Libraries become the worst sufferers. This irony in our country.

Regarding Ms. Shraddha Shahane's comment about autonomy all I can say that the universities play this autonomy cards  for benign issues. Have they ever undertaken any controversial or sticky social issues for research which may seem unpleasant for the government who provide funds? More over, if autonomy is  one side of a coin, then accountability also rests on the other side of the same coin. What about that?  I did not mean to oppose or nullify her point, rather I have tried to emphasize on Accountability, that's all!

Is there any clause or guideline about Biometric attendance system in NAAC accreditation atc. process for libraries, If you know than  kindly share?
