Need clarification...!

Hi all, I am a librarian in degree college, became selection grade on 23rd dec 2006 but to move into pay IV i should have become selection grade before 31st december 2005. As this was mentioned in the ugc order. My question is when MHRD revised pay scale for teachers and equivalent caders, it told teachers who become sgl in between 1-1-2006 to 2010 will be put into pay IV band. Is the same condition apply to librarians and DPE's? Has MHRD gave any clarification regarding this??Pls reply to this
