Baroda Central Library

 

H.H Maharaja Sayajirao Gaekwad was the first ruler to introduce in 1906, compulsory and free primary education in his state, placing his territory far in advance of contemporary British India. His prosperous library became the core of today's Central Library of Baroda with a network of libraries in all the towns and villages in his state.

देशाची संपन्नता ही त्या देशाच्या उत्पादनशीलतेवर, निर्यातीवर मोजली जाते. परंतु देशातील
समाजाच्या उन्नतीचे मोजमाप मात्र समाजाच्या सुसंस्कृतपणा व सृजनशीलता याच गोष्टींवर केले
जाते. वाचनाने समाजाची सर्वांगीण उन्नती होऊन सुसंस्कृतता व सृजनशीलता वाढीस लागतात ही
गोष्ट 1898 साली आमच्या संस्थापकांनी पूर्णपणे हेरली व एकोणिसाव्या शतकाच्या शेवटच्या
दशकात उगवलेल्या शिक्षणाच्या लाटेचा फायदा घेऊन मुंबई मराठी ग्रंथसंग्रहालयाची स्थापना
1ऑगस्ट 1898 रोजी नारळीपौर्णिमेच्या सुमुहूर्तावर केली. उत्तरो्त्तर विकसीत होऊन आज ही
संस्था मानमान्यता पावून सुवर्ण महोत्सवी महाराष्ट्राच्या जडणघडणीत महत्त्वाचा सहभाग उचलू
शकली. हे संस्थेस भुषणावह आहे. आजच्या संस्थेच्या ह्या विकासाचे सारे श्रेय आपल्या
संस्थापकांच्या नावे अनुक्रमे कै. मुकुंद बाळकृष्ण गुर्जर, बी.ए., कै. नरहर महादेव जोशी, कै. श्रीधर
बाळाजी मोडक, कै. अनंत नीळकंठ पिठकर, कै. विनायक बळवंत जोशी, कै. नारायण कृष्णा गद्रे, कै.
शंकर हरी शेजवलकर, कै. नारायण महादेव बाक्रे, कै. विठ्ठल वासुदेव टिल्लू, कै. गणेश लक्ष्मण पागे,
कै. अंबादास गोपाल पुणतांबेकर दूरदृष्टीस जाते. त्यानंतरच्या कार्यकर्त्यांच्या त्यागामुळे व उत्तम
कार्यामुळे आजचे हे संस्थेचे विकसीत स्वरूप आपल्यापुढे आहे. संस्थेच्या वाटचालीची एकशे बाराहून
अधिक वर्षे पुरी होऊन ती त्याच जोमाने कार्यरत आहे.

The Sanmati Pustakalaya was opened ai: Jaipur in 1920 by a Middle School-teacher Master Motilalji. He collected 10 to 15 thousand books for his library. Masterji used to go to his friends and acquaintances and distribute books keeping in mind the taste and competence of the people. He insisted on reading and impressed upon the people for the need of self-knowledge in life. He used to spend Rs. 10/- which was 50% of his salary to buy spiritual books.2' 3 Thus Masterji had engraved his name in field of free public library service to the community in the country. Raising library consciousness among the people of Rajasthan during the early 20th Century was praiseworthy. Therefore, Dr. S.R. Ranganathan calls Masterji a "Carnegie of Chomu in the Jaipur District" who collected 30,000 books during his lifetime.4

The provision of financial sources made in different Public Library Acts of twelve states is given below:

1) Tamil Nadu Public Libraries Act, 1948-library cess (10 per cent) on property taxes.
2) Andhra Pradesh Public Libraries Act, 1960-library cess (8 per cent) on property tax
3) Karnataka Public Libraries Act, 1965- library cess (6 per cent) on lands, buildings, vehicles and profession
4) Maharashtra Public Libraries Act, 1967-no library cess, state government grant
5) West Bengal Public Libraries Act, 1979-no library cess, state government grant
6) Manipur Public Libraries Act, 1988-No library cess, state government grant
7) Kerala Public Libaries Act, 1989-library cess, (5 per cent on property tax and not less than  one per cent of state expenditure on education budget.
8) Haryana Public Libraries Act, 1989-local bodies to levy cess.
9) Goa Public Libraries Act, 1993-Surcharge on IMFL @ 0.50 ps. Per ltr. And 0.50 ps. On bulk bear per Itr. And One percent on State Education Budget.
10) Mizoram Public Libraries Act, 1993-no library cess, state government grant.
11) Gujarat Public Libraries Act, 200 l-no library cess, state government grant.
12) Orissa Public Libraries Act, 2001-no library cess, state government grant.

Types of Library Software Packages: The computer cannot do anything without some programme or instruction or software. Unlike the hardware, software cannot be touched but it instructs the computer what to do in a particular situation. Any type of computer programme designed to perform some kind of library activities is known as library software. It may be a simple programme to perform the job of acquisition or cataloguing or integrated library management software that will perform the job of acquisition, cataloguing, circulation, serial control and others. It may also be digital library management software which will manage the digital resources of the library or some other types, say a Learning Management System or Content Management System, etc.

There are different library software packages, and each of them has different functionability. The amalgamation of features adds a lot of difficulties in categorizing the library software packages. However for the purpose of our study, an attempt is made to categorize the library software packages into the following:

A) Based on Function Performed

a) Database Creation Software (E.g CDS/ISIS)

b) Library House Keeping / Management Software Packages (Libsys, OASIS, Sanjay, SLIM, SOUL)

c) Institutional Repository Software Packages (CDSWare, Dspace, E-prints, Fedora, Ganesha digital library, Greenstone)

B) Based on Source Code Availability

a) Proprietary software (SOUL)

b) Open Source Software Packages (Koha)

C) Based on Cost Factor

a) Completely Commercial (LibSys)

b) In-house Developed;

c) Shareware

d) Freeware (Gratis / Libre software)

e) Open Source Software

The following paragraphs will describe each and every aspect of the library software packages. Due attention is given to list the free software packages (open source and proprietary) that can be implemented without giving much stress on library finance. Sometimes a few commercial software packages that are also well proven also listed out to have a comparative study of the trend of available functionality in both categories
