Mr. Anand I think Q. No. 2-D is the answer because enacted means before passing so Karnataka Public Libraries act passed in 1965. So it it was enacted it should be before 1965 only not after.

No manjunath actually 1965 it came and it encacted in 1st April 1966 avaliable @ Asundi Book...
