Thanks for your post Your question is quite common for new staff especially in government sector. You complete your application, talk to the In-Charge of General Administration of your Organization and submit your completed application with copies of all required credentials and Fees (if any). If there is fees, make sure that you have submitted the requisite document in original (like IPO or Challan or bank Draft as the case may be) along with a letter addressed to the In-Charge of your institution or administration (you can ask the in-Charge of General administration to whom you should address) requesting him to forward your application through Proper Channel.Make sure to (a) clearly mention the last date of receipt of application& (b) have a stamped receipt of your application from your office. Your office will send your application (to where you are applying) with a forwarding note. In some cases applications are invited in prescribed form and in that form itself there remains a space where NO OBJECTION CERTIFICATE is required from the EMPLOYER. In this case after completing the application, meet your In-Charge of General Administration or Head of your institution and get his/her signature with date AND OFFICIAL SEAL.. You can send the application by yourself. or through your office. But make it sure to keep a photocopy of your completed application duly signed by your administrative Authority.

here i want to explain in short 

apply through proper channel 

its compulsory only who is already  working in government organisation/ Sector . 

for apply all process are same but interested applicant must obtain 'NO objection" certificate from present employer & attached with application

Thank you for your post. You are absolutely correct.

Generally, the Proper Channel things are applicable to working Government Professionals for application to Government Agencies.

However, sometimes, certain Private Organizations too impose such terms for govt. officials against vacancies in their organizations.

For example, The Tata Group Often asks for application through Proper Channel for working Govt. Officials.

The Proper Channel matter actually implies a certification from the employer regarding overall perspective of the applicant including conduct etc.(however, this types of matters are specifically sought in a more elaborate way when CR that is Confidential Report is requested)

No objection Certificate (NOC) serves two purpose.

First it implies that the present employer is ready to release the incumbent

and      

Second, that the incumbent is free from any financial &/or other administrative proceedings. Generally Ministries ask for CRs & NOCs.

Please clear my doubt. If one is employed in private organization, he is required to apply proper channel or not. Actually private employer are generally not willing to forward the application or give no objection certificate. What to do?

Dear Sri X,

The Proper Channel issue is not so strictly applicable to Private Organizations. The Govt. employees are basically supposed to be engaged in works relating to public Interest.

As such, if a government servant abruptly leaves his/her job, Public Services may be hampered. Say a Doctor is in Govt. service & posted in a rural area rendering vital clinical service to the people of that region. If all of a sudden he leaves that job and joins to another govt organization in a more convenient place, the vital service at the rural region  will be stopped abruptly; which is against Public Interest .

In such cases if applications are sought through proper channel, the employers retains the option to forward or withheld the application.

These issues are generally NOT APPLICABLE for Private sector employees.

However, in case it is precisely mentioned in the advertisement that All applications should be forwarded through proper channel, then private sector employees too have to apply through proper channel. OTHERWISE THERE IS NO NEED.

Sir, Please clarify Is NOC or application through proper channel is necessary for contractual employee working in a Govt. sector or not?

Dear Ms. Dimple Dhiman,
Please go through the letter of contractual appointment. If it is mentioned as a condition that the staff is required to get NOC before applying elsewhere, then the employee have to get NOC. Otherwise it is not required. Apart from places like Ministry of Defense/Home/Foreign Affairs, or Dept of Atomic Energy etc. the "Proper Channel"issue does not arise for contractual staffs. In case the contractual staff applies to Non-Govt sector, it is not at all mandatory to get NOC unless specifically mentioned in the advertisement.

Sir I am woking in a State Government Institute on contract and if I am applying to another Govt college, then condition of "proper channel" is necessary for me or not. They are written in advt. "Those in service should apply through proper channel".

Dear Ms. Dimple Dhiman,

As I mentioned in my earlier post, please go through the terms of your contractual appointment. Whether any sort of such conditions included in the terms. If there is nothing, you need not worry for proper channel issue. Mention in your cover letter of application that since there is no mention of such issues of your contractual appointment, you are NOT SENDING THE APPLICATION THROUGH PROPER CHANNEL. However, if you can manage any NOC, from your present employer, you can enclose a COPY of the same (Retain the original for future use!!)
