Dear Ma'am,
Currently, as per the policy of ESS, only CFIs are the part of ESS and getting the benefits of e-journals access. If you belongs to any CFI in India (Centarly Funded Institutions) by default you are part of ESS.Read here who is eligible to join?: http://www.inflibnet.ac.in/ess/join.php
