Copyright Issues in Open Access Journals?

Dear professionals,

Can we download all volumes, issues.. etc. from an open access journal site and store the same in our local server/computer and host the same through our local Intranet. so, the questions is will there be any copyright violation?

My view: If downloaded and host in local Intranet, more user will be able to access/use the materials without internet connection specially in places where there is poor internet connection.
