Many LIS people organize workshops and provide training about the use of plagiarism detection tools. These are simple packages for use where training is not required. Moreover, the limitation of this tool is that it can match only words. When concepts are similar, they cannot work. An intelligent plagiarist who has expertise in text mining can change the passage of the text and ultimately the plagiarism rate will come down from 90 to 9%. Still, it is the copied passage. The plagiarism detection tools cannot detect it. Many intelligent writers easily overcome plagiarism detection systems.  A training workshop should talk about this process. Without understanding concepts and text mining, LIS people organize such programs.
